What is the legal and political relationship between the U.S.& Puerto Rico?

Puerto Rico is a commonwealth of the United States. Puerto Rican citizens are US national and, have all the rights and, obligations of US citizens except that they have no representation in the Congress and, can not vote in national elections and, most residents do not pay federal income tax.
