How do we get off this vicious cycle?

I don't know, I just wonder why I, an allergy sufferer, have to wait in line at a pharmacy to buy my over the counter allergy medicine. Just because a bunch of druggies make it into meth, the legitimate users of it have to be inconvenienced. But then what would the alternative be, to make it legal, tax it, and then have to pay the cost as a society when it becomes socially acceptable? I don't know if we can get off the cycle, some things need to be controlled, and some people will always try to find their way around the law.
