What could be wrong with my psycho dog? He snaps at and growls at most dogs that come up to him, esp puppies?

I think he wants to be dominant with some dogs for some reason, wanting to be on top of them is a sign of wanting to be dominant,maybe you should be more dominant so he will calm down
