Any suggestions?

I have a 1 1/2 year old dalmatian. she is a wonderful dog except one thing. she jumps up on the counter to find goodies. She is deaf in one ear and nearly deaf in the other so she doen not respond when we yell down like our puppy. I've tried keeping her on a leash so I can correct her with it when she jumps but all she wants to do is lay down while on the leash. Instead, I leave her collar on and correct her with that but she doesn;t seem to care. We never crate trained her which could be part of the problem but she is my boyfriend's dog too and he hates the idea of crating her. she has learned everything else just fine. I was thinking of trying those snappy trainers (they make a loud snap and bounce up when touched but don;t hurt the dog) but since she probably won;t be able to hear the snap I thought it might not be effective. plus they are $10 for three so I didn;t want to buy them and find she just thinks they are toys. anyone have any suggestions?
